EX-ANTE EVALUATION OF THE DUTCH EFF

The objective of the ex-ante evaluation is to review the National Operational Programme and put forward recommendations which would further increase its quality and improve optimum allocation of the available budget. The main questions of the ex-ante evaluation regard:

• Relevance and consensus on strategy among stakeholders;
• Effectiveness and SMART formulation of objectives;
• Efficiency of the budget allocation;
• Long term sustainability in terms of Planet , People and Profit;
• Internal consistency
• External consistency with other EU policies
• Value added
• Organizational arrangements
